This does not reduce the cost of Equipment you play, just allows you to play higher level ones.
You can still only play Companions and Equipment that add up to your Hero's effective level in a turn. For example, if your Hero is level 3, you could play Forger's Apprentice and a level 4 Equipment in the same turn.
